Richard, As we are not copying the content from Wikipedia/Wikidata, but just a reference, it sounds analogous to the many discussions there have been about hyperlinks to copyright-infringing content, i.e. the question of whether the link itself constitutes a copyright infringement. The link itself (such as the wikidata ID) is "owned" by wikidata/wikipedia itself, I would suggest...irrespective of any potential claims on the content of the linked data.
