I've added a code to preview the XML of the changeset that adds wikidata tags to objects in a given area. You can find preview links on region, county and district pages, but only if there are less than 150 objects to annotate with a wikidata tag.

I think the next step is show the list of items to be tagged in human readable form with a form where mappers can sign their name or username and assert that they are local, then hit an upload button. The wikidata links will be uploaded to OSM with the mappers name in the changeset.
