"natural = water" does not apply only to natural features. 

The Wiki entry for "natural=*" states: "
| natural | water |  | Any body of water, from natural such as a lake or pond 
to artificial like moat or canal.  |

 So, unless you are saying that the water itself is man-made, I think that 
"natural=water" is correct.
Also in the Wiki, under "key:water=*", it says, "
| water=pond | A pond: a body of standing water, man-made in most cases, that 
is usually smaller than a lake. Salt evaporation ponds should be tagged with 
landuse=salt_pond, open-air swimming pools — with leisure=swimming_pool. |

Left-field thought, but a quick web search reveals it's a salt-water 
pool in a town built around salt-water springs.  Are you sure the water 
isn't natural?
