Certainly some good examples there but I could say the same thing about Dublin inside the M50. The former N11 (R138) from Mount Merrion to Donnybrook is better than a lot of national primary routes but is still (correctly) marked as an R road: http://www.openstreetmap.org/#map=14/53.3095/-6.2129 . So Dublin has a dual carriage-way with the same importance as Ailesbury Road, a narrow road with speed bumps. The OSM wiki states tertiary as "The next most important roads in a country's system." - http://wiki.openstreetmap.org/wiki/Key:highway Like I said I didn't intentionally undo anyone's work.
