Thanks for the replies so far, anyone else want to gibe an opinion? To address 
some of the points:

Certainly some good examples there but I could say the same thing about Dublin 
inside the M50.
The former N11 (R138) from Mount Merrion to Donnybrook is better than a lot of 
national primary
routes but is still (correctly) marked as an R road: 
http://www.openstreetmap.org/#map=14/53.3095/-6.2129 .
So Dublin has a dual carriage-way with the same importance as Ailesbury Road, a 
narrow road
with speed bumps.

I'm not against the idea of having routable roads but I think it should be done 
as part of
a different tag.

Would you agree that L1000-4999 are called local primary and L5000-9999 are 
called local secondary by all county councils?

Or another way of looking at could be that I'm undoing the vandalism caused by 
other users. The OSM wiki states tertiary as "The next most important roads in 
a country's system." - http://wiki.openstreetmap.org/wiki/Key:highway

Like I said I didn't intentionally undo anyone's work. How exactly does the 
current system work, how do I know if I'm on someone's "patch", what if I don't 
agree with their observations on which road is better?
