OSM can store many things, but water depths are probably not being shown on the main OSM page, but that doesn't mean they are not being stored. Do you know about OpenSeaMap? It uses OSM but for more nautical/maritime uses. It looks like they are doing something about collecting depths: http://depth.openseamap.org/ Maybe contact them and find out?
