It is. In fact, Arky and I started http://www.heritagewalks.in/ as part of the Maps for Making Change workshop and tried to come up with a platform for people to quickly check in locations of heritage importance. The project didn't take-off as expected and is in a bad shape. Any crowdsourced project of this sort will eventually face this chicken and egg problem, and that's one of my learnings from the heritagwalks.in project.
