Dear everyone, Unsatisfied by the response below, I did a follow-up call with the NAMRIA concerned staff and explained the purpose of our project.
They said that as long as we scanned them and didn't purchased the scanned/digital version from NAMRIA and we did our own rectification, this is completely OK. One thing to note though is that rectification should be in Luzon 1911 datum http://spatialreference.org/ref/epsg/4253/ and at least 16 GCPs are needed. After the rectification, we can then reproject it to GCS WGS-84 Moreover, they said that they are well aware of OSM in the Philippines of which they are grateful because we are providing free access to vector datasets of the country (specifically streets). Honestly, the above statement surprised me.
