Dear Ervin,

Common conventions are:
 - trunk - roads connecting provinces
 - primary - roads connecting towns/cities
 - secondary/tertiary - this gets a little bit tricky but for me, but
I use tertiary for most roads connecting barangays

More explanations here [0], which, I think should be updated.

One common case for the PH is that trunk/primary/secondary/tertiary is
not necessarily a paved/concrete/asphalted road.  Our tag preference
is by function.
For example a two-lane dirt road by function is major road going
through barangay centers.  For this case, my personal preference is to
tag it as highway=tertiary and add a surface [1] tag surface=unpaved.

This is also one topic Totor and I discussed in Cebu.  I encourage
everyone that whenever you have explicit knowledge, add the surface
tag.
