Precisely. The renderer can choose to render both lines as double at middle zooms, which will come out as two double lines virtually on top of one another (so all you'll see is one double line).
At about z17, the renderer would probably choose to render them as two single lines, and they'd come out next to one another. At z18 there'd probably be a gap between the lines. Any views on whether it should be a separate tag, or included in the proposed tracks tag?
