Also not a solution, but...
Looks like the returned images have neither a file extension nor a
proper MIME type (just application/octet-stream, i.e. "binary data").
They are JPEG files, but JOSM probably doesn't know that, and I don't
think there's a way to tell it.
The WTMS metadata specifies "format: image/jpgpng", whatever that means.
Just adding a file extension to the request doesn't seem to work, however.
Perhaps iD uses the browser to load the file which probably looks at the
file contents to determine the format.

Interestingly, I get the same error trying to use the 2023 imagery,
which I know used to work for me. The 2021 and 2019 imagery works OK.
