that means the metadata is ambiguous ...
I wonder if changing that metadata to "format: image/jpg" would smooth
it over?
Interesting thought.
I set up a local copy and changed it to "image/jpg" and "image/jpeg",
but unfortunately neither made a difference. JOSM might just look at the
MIME type and give up. I'm not an expert on TMS/WMTS so I'm not sure
whether the issue is in JOSM or in what the server returns, though I
suspect the latter.
