There's no such thing as a "federal highway". With only a handful of exceptions, Interstates and U.S. Routes are maintained by the state or local government and numbered by AASHTO. Except for Interstate construction and maintenance, and possibly a few other cases, federal funding does not depend on what numbering system a road belongs to. This has been true since before the U.S. Routes were assigned in 1926.
