For what it's worth, I did something similar here in Kansas. The Department of Transportation didn't have any obvious notices about copyright on the website so I sent them an email and asked. They replied and said that all the maps published on their website are public domain. So I added exit numbers along I-70 and I-35 from the general transportation map.
