Let 'em know about consistency. Whenever practical, we should try to
be as globally consistent as possible, if for no other reason than
being able to document things consistently and to not break data
consumers with overly baroque exceptions.
That's a non-answer when anyone can claim "ground truth" and ignore
consistency.
