There was a recent discussion on tagging@ in which the 'old guard' refused to accept that it may be common in some places to use turning_circle for a cul-de-sac with an island. Hence the wiki doesn't reflect reality.

Another case is with a mini_roundabout - supposedly the center must be flat. But many small circles that fit inside intersections are tagged as mini_roundabouts even if they have a raised island.
