Regarding Lincoln Labs, I forget if they have military security on their
  driveway; if so, landuse remains military and they're a tenant. If they
  have their own industrial access, maybe they are industrial.

That raises an interesting question, which is the presumption that
landuse= is nonoverlapping and tiles the world.  Besides the issue with
confusion between landuse and landcover, that single-tiling view seems
like an unreasonable oversimplificiation of a lot of reality.

Or perhaps it's a reasonable simplification intended to force people to
decide what to label something if one can only choose largish areas.
