I don’t know. I suspect there could be an overpass query to pull all the 
objects with addr:city tags from within an administrative boundary. If so then 
it could be pretty easy to do with manual edits for those areas with boundaries.

In the case of Pine Valley, it seems to be a place name with a post office but 
not an incorporated city or town with formal boundaries. So finding the correct 
set of objects to correct will not be so easy (thus my hope for some local 
mapper to step up and help).

With respect to finding incorrect street names (Dr. instead of Drive, etc.) one 
could simply block out the area (tasking manager?) and work off the errors 
indicated by OSM Inspector:
