My experience has been that unless the addr:street value and the name value on 
the street match exactly, including matching case, you will have data consumers 
having issues. And it will be flagged as an error by at least some of the QA 
tools:

I don’t know what the OSM consensus is for this but it seems to me that some 
standard should be decided on for the street names and then the addr:street 
values should match that. If the MassDOT road names are official then I’d 
process the addresses to match that.
