There's lots of discussion of these points as a mapping resource. The thing is, they don't need to exist as current OSM objects for mappers to use them as a resource, there's lots of other ways to use them as a reference. The deleted points can be extracted from the mechanical edit changesets or processed out of a current GNIS dump or whatever.
