It's not just that; also, in many places the roads don't actually join
at the junctions and instead you have crossing ways. Luckily the JOSM
validator plugin catches most of this stuff.

Yep. Although most motorways are already in OSM and won't need to be
imported.

Mostly, yes. This will have to be sorted out by hand.

Yes. You could argue that in that those cases the Afrikaans name is the
"correct" name and that it should be tagged, for example, as name=Boland
Weg name:en=Boland Road. Or one could equally well tag it the other way
round.

I'm not sure what the significance of the parentheses is, although I
have a suspicion that it may be where the road has that numbering but
the road signs don't indicate it. There are also some obvious errors in
the numbering in some places.
