I raised the issues. These particular changes were made in June or July.

I "repaired" some of the damage by marking the roads as proposed and
breaking the links so that routing sw does not use them.

Not sure that the user was ever blocked. His work has obviously not
been reversed.

Anyone know how to go about blocking the user and reversing his edits
or has time to find out. I would certainly support this from the
evidence I have found. There are a few positive changes he made but
overall we are better off without them.
