A scanned document is actually a picture of the text. No screen reader on
the planet can read a picture of text or at least that's the way it was
explained to me.

The Adobe Reader won't do anything with scanned PDF documents. If a
document is accessible, you can save the
document to text, but this won't work on scanned documents.
