This is what I have found.  I am fooling around with a lot of software for
backing up blu-ray discs.  Anyway that's not important to the problem except
that I am constantly unloading window-eyes to make sure that there is no
weird reactions from the speech program while writing the blu-ray discs.
When I would reload window-eyes I found that I had this problem.  Since I'm
the only one who uses this computer I got rid of the need for window-eyes to
speak at the log-in screen and fixed windows to get rid of that screen.  I
changed the global startup options to only start up window-eyes for all
users, then I unloaded window-eyes and did a restart to make sure that
window-eyes was loading properly, and it was.  Now at least I can run
software without window-eyes and reload window-eyes and still have use of
the mouse keys.  Now the only thing I need to track down is the annoying
loss of speech when using outlook 2016.

I am seeing the exact same thing most of the time but not always.  WE acts
as you describe with WE 9.2 but with WE 9.3 reading the update screen with
the mouse keys fails 95 percent of the time.
