it doesn't make any difference how much you upgrade w e. when i upgraded to 9.4
there were 3 factory set files that were out of date.
two were firefox and i e. in my case i couldn't turn browse mode on.
i would also try clearing the i e cache. sometimes this will cause it to crash.
try disableing any add ons. they may be causeing crashes.

I uninstalled WE9.3.1.0 and then installed 9.4. I've had this problem
since WE9.0! I think this is most noticeable when part of a page includes info
you must scroll through, such as Facebook chat, checking e-mail online, etc..

While I don't get this issue as much in Chrome, I prefer IE
because Window-Eyes
lets me have more control of the mouse and reads more
descriptions of buttons.
After turning everything off in Verbosity>Brows Mode, the issue
isn't as bad,
but is still annoying. I even updated to WE9.4.
