I agree with Lloyd Rassmussen's assessment.  However, it is really hard to
answer your question accurately without knowing more about why you are
choosing Sound Forge.  I use Sound Forge because I bought it a long time ago
and got pretty used to some of the areas that are not that easy to use.  I
like its noise reduction tool and feel I can get the results I want more
easily than I have managed with other programs.  If you are just starting
out, though, I'm not sure you would not find less frustration with Gold Wave
or perhaps Audacity.  I understand there is pretty good editing with Total
Recorder as well.  

If you get the full version of Sound Forge rather than the studio version,
you have to use the mouse pointer to choose the version of the equalizer you
want to use once you have opened the dialog.  Once you do that, choosing a
multi-band option instead of an envelope format, it works as Lloyd
describes.  You can also get values for some of Sound Forge's controls by
turning Speak All on, but you get a lot of extra chatter.  I am sure there
are likely other areas I find challenging that someone has found a way
around, though.  Still, since I am as used to Sound Forge as I am, I have
not found it worth switching to anything else.  Like many programs, it is
not possible to flatly say it is accessible or it is not, it depends upon
what features you use and also what your comfort level is using the mouse
keys.  There is a lot of keyboard control, though, and a lot you can do if
you take the time to learn how it works.
