Paulette,
If the web page element is an actual HTML hyperlink (anchor element with a 
valid href attribute), pressing Enter when focused on it will always activate 
the link. What you are describing sounds like a custom HTML element that was 
not designed to be keyboard accessible. What do you do when you find a web page 
element that is not operable with the keyboard and inaccessible? I would 
recommend you contact the web page author and tell them about the problem. More 
times than not, they don't know about accessibility and the needs of people 
using screen readers. So, you can help educate them. Tell them to unplug their 
mouse and try to activate the element.

But if the site says to click on something, that means that sometimes you
can't press enter and go to it. So what do you do then?

HTML emails and web pages can contain hyperlinks to other web pages or
files. The author can assign descriptive text to the hyperlink so that the
recipient sees a meaningful link name in the message or Web page. 
This is a good thing to do as it helps the user understand the link's
purpose more clearly.  For example, the link text could be "Click here to
learn more about product ABC". 
The author could also use the web page address as the link's text. For
example,  the link text might be "http://productABC.com. Not a good practice
but people still do it. 
You can activate the currently focused link by pressing Enter on it. If you
want to copy the links address to your clipboard, you can do so, but the
process depends on your email client. In Outlook, after focusing the link,
you can open the context menu and select Copy Link or something similar.
