Hi,
Small correction.
You don't need a smart phone or tablet to work with Alexa.
As long as your computer has a wifi connection you can go to alexa.amazon.com 
and configure it there.

The echo dot is not meant to connect to your computer in any way at all, it's a 
stand-alone device that requires you to have a wireless network. 
You plug the echo dot into a wall outlet, and then you connect to it with your 
smartphone or tablet in the settings screens under wi-fi.

  You must have a smart phone or a tablet and the Amazon Alexa app to set up 
and control any of the Echo devices. Once the Alexa app is installed, you'll 
need to sign in using your Amazon username and password.

It should certainly work. You'll need to tell the Alexa app your location so 
it'll find the weather for your location, though so you'll want to do that.  
The setup process is completely accessible, no sighted help is necessary at 
all, unless you just aren't good with a smart phone or tablet, then you might 
need to get some help setting things up. It all depends on your particular 
level of skills.  I was able to set up my regular echo and the echo dot in 
another part of the house without any sighted help, so you can rest easy 
knowing it is possible to do.
