Hi, Small correction. You don't need a smart phone or tablet to work with Alexa. As long as your computer has a wifi connection you can go to alexa.amazon.com and configure it there.

It should certainly work. You'll need to tell the Alexa app your location so it'll find the weather for your location, though so you'll want to do that. The setup process is completely accessible, no sighted help is necessary at all, unless you just aren't good with a smart phone or tablet, then you might need to get some help setting things up. It all depends on your particular level of skills. I was able to set up my regular echo and the echo dot in another part of the house without any sighted help, so you can rest easy knowing it is possible to do.
