the update outdated is used to convert incompatible versions of set files to
the newest format. not to download updated set files.
the gw server has been shutdown so the get app program won't update the apps.
it says there are no apps installed.
but i was able to use the add remove apps and in there is the option to check
for updates and this worked and i got 2 apps updated. so the availible updates
message is gone for now.

I have no idea why you'd get such a notification. About the only thing
you can do is open the Window-Eyes control panel, Alt+F File, arrow up
twice to Update outdated settings, and press enter.
Otherwise, perhaps someone has a clean collection of all the latest set
files.
