Is it worth documenting something about how any solution can deal with
the variety of licenses available?

For example, a composite layer may have both public domain and imagery
with a cc-sa-nc license for derivative works.

>From the proposal, the Global Layer [1] would show the latest imagery
for an area.
OSMers may want all suitable imagery, but nothing that's non
commercial. Other users may want a PD layer. Some sources may demand
attribution. etc and so on.

All solvable stuff, but what do folks think would be the best way of
getting such layers.

Some issue I see is that if there are multiple global layers, there
could be quite a bit of redundancy.
Sources could be made locally to create these custom layers - and
treated like any other source, then what about updates of the sources,
etc etc

Anyhow, just food for thought,
