What capabilities does your provider offer? Can you put the tiles as
blobs in a database, then use a PHP or similar script to fetch them?

It might be feasible to quarter the number of tiles by moving to 512*512
instead of 256*256 - perhaps only on the highest zoom level. It would
require patching openlayers to render bigger tiles. I'm not sure what
this would do for client side performance, though.
