Presumably, as Martijn already pointed out, you're missing the
close-areas script that will replace all your little coastline bits by
one long, closed way. 

You'll find the script in the [EMAIL PROTECTED] directory in our SVN. 

The script needs to know which rectangle you're interested in (because
it will close the coastline along the border of that rectangle). You
will have to specify your bounding box on the command line. A little
background is on

and don't get irritated because close-areas is mostly used in
conjunction with [EMAIL PROTECTED] - it should work stand-alone as well.
