I've certainly been tagging two tram tracks as one way (it's also the Belgian consensus to tag two railway tracks next to each other as one way). It makes more sense if the tracks are next to each other to tag them as one way, and you can then make use of the same nodes as the way from the highway it's on for the tram way, and especially when the underlying highway is single carriage.
