Well, in a UK context, NI is actually a province, and isn't Wales a principality? Either way, none of them issue their own passports or maintain separate EU membership, so you can't really claim that they are as separate from each other as countries that do have these trappings of statehood. I've just fixed the Irish border, which luckily presents no such dilemma, as it is an international border, even by non-UK criteria. It lacked admin_level=2.
