Definitely. That way people who know about railways can concern themselves with railway tagging, people who know about waterways can concern themselves with canal tagging, and so on. When a tag is proposed that cuts across boundaries (walkers, cyclists and 4x4ers all need to know about bumpy surfaces) it's still pretty easy to co-ordinate efforts between 'groups'. In Wikipedia speak it wouldn't be far off a WikiProject.
