bicycle=yes bicycle:surface=poor (i.e. splitting out access from quality) is that the former scheme doesn't have fallback - i.e. renderers have to know about all possible values anyone could invent, whereas the latter scheme has a "simple" version for most maps and then cycling-specific maps can bother with the extra complexity.
