This is not open content. The content is apparently avilable for
parties that are members of Norge Digtalt
(http://www.statkart.no/Norge_digitalt/Norsk/Om_Norge_digitalt/) which
have a license. I can't find the license, so you will have to contact
the user to get the wording. I may help with translation.

Statkart (The norwegian cartographic survey) do not normally issue
open licenses. It may appear from the wording in the referenced talk
page, that the user think he/she is entiteled to do this since he/she
has a license. Without the license, I can't possibly say if this is
correct, but I doubt it.
