This is a great example of where you can have multiple relations, each of which have the same tags, with the possibility of having a relation to link all these relations together. I know RichardF isn't going to agree. If the editors had a way to search for similar relations, then it would make it easier. Data users need to do the same, as is currently done for road names and refs in the rendering.
