How about the option of contributors transferring their copyright to OSM (the legal entity) which can then choose to release the data under an appropriate license?
This way, every time that it is necessary to change the license, it would not be necessary to get explicit agreement from every single contributor. Even if not everyone thinks this is a good idea, it is likely that _some_ contributors do like the idea.
