highway=cycleway (allowed and suitable)
bicycle=dedicated (road sign)
bicycle=yes => (not road sign)
foot=yes/no (to make the situation clearer)

highway=footway (not suitable)
bicycle=yes (but allowed)
bicycle=dedicated (signed)

Or am I missing something?
