Nice start! Agreed that filtering for users outside the "social network" of OSM is going to be incredibly useful. These are new users, who are (most unintentionally) causing issues, and folks who haven't earned trust in the community yet. Would it be possible to give a whitelist of trusted users to UserActivity and filter them out? Or only show users with number of edits below a certain threshhold.
