Would that involve converting the .osm files to .gpx and uploading? If so, i dont think the community agrees to upload perfect gpx traces, the community perfers 'speratic' gpx tracks & point clouds all over the place.
None of that 'useful' gpx data, please :-) (it only results in a better map) kidding aside, i think thats a silly rule. As long as the tracks were not traced from the Google monster. What is the 'logical' explaination for not permitting this?
