The question is just what you want to achieve and then you should look into the licensing options. A short remark although this is the wrong place to discuss the topic: I am pretty sure that a complete switch to PD would immediate lead to the fact that some big companies would grab the OSM data, put a few hundred million dollars into it, build some better tools and the majority of the contributors would leave OSM to follow the new corporate driven project.
