That happens in some locations here too, in the specific situation I'd
be inclined tag them separately, but this is yet another why
limiting/reducing the amount of amenity=* tags there are so you don't
need to come up with alternative tags to tag multiple uses, although
in this specific case shops are already split...

shop=supermarket/newsagent/fuel
amenity=post_office

However back to the main example of a bike shop, that rents bikes,
from that statement it would be a bike shop, compared to a bike rental
place that occasionally sells second hand bikes, that would be a
rental store even though it sells bikes, I think in general the
primary purpose would be obvious, otherwise use 2 nodes...
