If it's a footway, unless it's clearly designed around foot use first and foremost with bicycle an afterthought, it doesn't allow bicycles unless explicitly tagged bicycle=yes. Otherwise it's a path. Maybe a cycleway if there is indication that it's use is primarily for bicycles.
