value to the imports: adding metadata, removing stale data, improving

And with the time, the original imports will more and more (given an
active community) fade towards cloudbased human mapping.
And in the CLC import for France, polygons overlapping existing polygons
were left aside. But now a significant part of them are imported manualy.
* one shot import : 165235 polygons
* manual import : 9747 polygons
User data ? Import data ? They usualy have the source=CLC tag.
