You can also just do like me and many others and abandon *submitting* data end start *using* OSM data. OSM was made to use data and not to contribute: Create a innovative application or use geodata (OSM) in a surprising way.
And since some of us want to make it more difficult to contribute to OSM then to leech OSM.... That's also a nice way of working with OSM data and you do not have to sign or click on any agreement. Don't worry (about licenses anymore) and be happy....!
