The whole cycleway/footway thing is a long-standing debacle. Much of
the mess comes from people (myself included) assuming their own local
environment is representative of the world. The current rendering
makes total sense for me locally (with extremely few exceptions, all
cycleways are walkable), but is wrong for Germany (plenty of
non-walkable cycleways).

So, it's probably a reasonable default for most places. It would be
worth investigating a good way to render:
a) cycleways with no foot tag in places where the default would be non-walkable
b) cycleways with an explicit foot=no tag.
