It's not a problem of distance or amount of nodes but a problem of amount of 'ways members' . In France, the national boundary is the sum of all (small) municipalities boundaries. Themselves are often split because our neighboring countries have the bad habit to use different limits for their municipalities ;-) Boundary relation for Russia is currently about 600 ways members where the boundary for France is about 2600 ways (excluding overseas territories).
