A number of things play into this:

* time at which I start the extract is not always constant, I change that from time to time

* the extracts used to be based on hourly diffs not minutelies (but currently use minutelies)

* time zone differences

Currently the extract job runs at 21:15 local time which means that all changes until approx. 21:15 local (19:15 UTC) should be included, and indeed you'll find node #1713202488 is present on the current extract.
