Well a place is just a named geographical location and I believe this tag combination is in common usage for named junctions [it certainly is in my part of GB where almost every crossroads is named] which as usual with OSM trumps all those people trying to create their idealised tagging schemes. Be sure to let everyone know when you have developed your "classes" ;] Kevin
